Overview

Competitive bids were opened on February 14, 2019, for the 2019 Alley Improvement Project 19-4.  Fifteen contractors picked up bid documents and six bids were received.  The low responsible bid was submitted by Triggi Construction, Inc. in an amount of $1,925,406.95. The project includes replacement of 15 alleys throughout the village.

Fiscal Impact

The costs for this project would be funded through the FY 2019 Capital Improvement Fund, Public Works - Engineering, for Alley Improvements account no. 3095-43780-101-570964; the FY 2019 Capital Improvement Fund, Public Works - Engineering, for Local Street Construction account no. 3095-43780-101-570951 for patching of existing alleys; and through the FY 2019 CDBG fund for Development Customer Services - Neighborhood Services, Capital Improvements account no. 2083-46201-668-583657 according to the table below:

 

 

The remaining Capital Improvement Alley funds will be used to pay for the design of the proposed 2020 alley improvement project which starts typically in early fall as well as a portion of the Village’s share of a proposed green alley project for construction in 2020 which the Village received a MWRD grant for.  

 

Residents have the option during the project to reimburse the Village to have their private garage-aprons reconstructed at the contract unit price and this cost will be offset as generated revenue.

 

Background

This project includes rebuilding 15 alley segments throughout the Village.  The alleys being replaced under this contract have an average condition score of 36 with a 100 being a newly constructed alley whereas the overall system average condition score is 70.  A map showing the locations of the alleys being replaced as part of this contract is attached.  The project also includes $50,000 for patching pavement for alleys not scheduled for replacement in the next five years.

 

The contractor, Triggi Construction, Inc., has previously completed alley improvements in the Village of Oak Park and has done an excellent job. 

 

Staff received a petition to install a green alley from the residents along the alley between Elmwood Ave and Ridgeland Ave, and between Randolph St and Pleasant St. Based on previous board direction, if residents would like to have a green alley rather than a traditional concrete alley, they may choose to collectively fund the increased design and construction cost through a Special Service Area (SSA). The state-mandated legal process to establish a SSA will result in delaying construction of this alley until 2020. Staff is recommending awarding the contract at the full bid amount in case there is an objection during the SSA process at which time the alley would be constructed this year as a traditional concrete alley, otherwise the funds would be used to swap an alternate alley for inclusion in this project.   

 

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

On July 23, 2018 the Village Board approved a renewal agreement for the design and management of the 2019 alley improvements with Edwin Hancock Engineering Co.
