Fiscal Impact

Based upon limited available funds for this grant program, the dollar amounts of previously awarded grants, and to make the grant application attractive to the county, staff is proposing requesting a grant application for 20% of the construction costs for this project.  Construction is currently estimated at $1,550,000 and the Village will request 20% of this cost for a grant request of $310,000.

Construction of this project is currently scheduled for 2020.  The proposed FY2020 budget will include funds for this project as well as any grant revenues, if awarded.  The project was originally proposed for construction in 2019 and the FY2019 budget includes $1,400,000 in the Capital Improvement Fund, Public Works - Engineering, for Local Street Construction account no. 3095-43780-101-570951 for this project.  The FY2019 funds will not be expended in 2019 and be proposed for the FY2020 budget.

Background

The Cook County Department of Transportation and Highways recently announced $8.5 million in transportation funds for Invest in Cook grants to help cover the cost of planning and feasibility studies, engineering and construction associated with improvements consistent with the County’s Long Range Transportation Plan.  Grant applications are due on March 15, 2019 with an anticipated award notice in the late summer or early fall of 2019.

Lake Street from Euclid Ave to Austin Blvd is currently scheduled to be resurfaced in 2020 in conjunction with the separate federally funded Lake Street streetscape project from Harlem to Euclid. The scope of the Lake Street Resurfacing project includes resurfacing the asphalt street and corner sidewalk ramp improvements to meet current ADA standards.  The design of the Lake Street Resurfacing Project is substantially complete and the project is proposed to be bid in the fall of 2019 for construction in 2020, primarily in the summer to minimize conflicts with OPRF and adjacent D97 grade schools.

Staff is recommending applying for the Invest in Cook grant for this street resurfacing project from Euclid to Austin due to the project’s being shovel ready and the importance of Lake Street to the local transportation system and the local economy.  If awarded, this grant would reduce the Village’s cost for the street resurfacing project.
