Overview

The Engineering Division requested proposals for design and construction engineering services for a bridge deck repair project on the bridges over I-290 at Home, East, and Lombard Avenues.  The proposal from BLA, Inc. best fit the needs of the Village for this project. The project consists of repairs to the bridge decks, sidewalks, bridge joints, pavements, and installing protective shielding under the bridges to protect traffic on I-290 from falling debris and is intended to be constructed this summer and fall.

Fiscal Impact

The FY2019 Budget includes $515,000 of funds for the design and construction of bridge repairs in the Capital Improvement Fund, Public Works - Engineering, Project Engineering, for the design and construction management of bridge repairs account no. 3095-43780-101-570706 which includes $100,000 for this work and in the Capital Improvement Fund, Public Works - Engineering, Local Street Construction, for bridge deck repairs account no. 3095-43780-101-570951 which has $415,000 available to fund the remaining $35,696 needed for this contract. 

 

Background

The Village has maintenance responsibility of the bridge decks for the bridges at Home, Oak Park, East, and Lombard Avenues as well as the west half of Austin Boulevard per an agreement with the State which is attached.  A pdf illustrating the various responsibilities and methods used for inspecting and maintaining bridges in Oak Park is attached for reference. 

 

This project is for the design and construction engineering of a bridge repair project at 4 bridges crossing I-290 at Home, Oak Park, East, and Lombard Avenues.  The repair work under this contract is meant to address the remaining repair needs which include the following repairs in order of priority:

1.                     Patching the deck for the Home Avenue Bridge.

2.                     Lagging over traffic lanes under the East Avenue Bridge and portions of the Oak Park Avenue Bridge. 

3.                     Patching the sidewalks, parapet walls, and roadway, and replacing the bridge joints on the East Avenue Bridge.

4.                     Patching Lombard Avenue bridge deck and sidewalk areas

                     

The bridge deck on Home Avenue is planned for patching in the summer of 2019 with the other repair work likely occurring in the fall of 2019 due to typical railroad permit timelines. 

 

There will be overnight work for any construction and installation of protective shielding under the bridges which require lane closures on I-290. 

 

The Engineering Division requested proposals for this project and received only one proposal for this work from BLA.  The Village did receive responses from three other consultant firms notifying that they were not intending on submitting a proposal for this work.  BLA previously performed similar services in 2018 for the design and construction management of bridge repairs at Oak Pak Avenue and lagging and Home Avenue and they did an excellent job. 

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

The Village awarded a similar contract for the engineering design and construction management for repairs on the Oak Park Avenue Bridge and for installing protective shielding under the Home Avenue Bridge in 2018.

Anticipated Future Actions/Commitments

The Village will be required to enter into agreements with CSX Railroad for permits and flaggers for this work.

 

Intergovernmental Cooperation Opportunities

The Village has maintenance responsibility for the decking on the bridges spanning I-290 and the project will require permitting from IDOT, CSX, and CTA for performing work over their roadway and rail lines. 

 

The project includes a preliminary inspection of the Ridgeland Avenue Bridge, which IDOT maintains, to identify patching locations.  Staff will use this information to request IDOT perform their own patching project on the Ridgeland Avenue Bridge.
