Overview

Unanticipated additional items and miscellaneous changes to contract quantities on the project # 18-17 Water and Sewer Main Improvement Project will result in the final contract value being over the awarded amount.  These items generally include additional work related to relocating the proposed sewer and water mains on North Boulevard due to utility conflicts as well as various changes to the design due to unknown utilities.  These changes total approximately $191,168 and adjust the previously approved contract amount of $2,304,749 to $2,495,917.

There are available funds for this change order in the Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements, for Sewer Improvements, account no. 5040-43750-781-570707 which has $2,700,000 available to fund the $191,168 needed for this change order.   

 

Background

The 18-17 Water and Sewer Main Improvement Project on North and South Boulevards is nearing completion with punch list items scheduled to be completed this spring.  At the start of construction in the summer of 2018 an existing underground AT&T duct on North Boulevard was found to be in conflict with the proposed location of the sewer main which required relocating both the proposed water and sewer trenches from their originally planned locations.  The exact construction costs related to the change in the location of the proposed water and sewer trenches were not fully understood at the time and were thought to be able to be kept within the original contract amount.  While preparing payments to the contactor in January of this year an error in a spreadsheet was found which underestimate the value of the work being performed and it was determined that the additional costs for the new locations of the proposed water and sewer main would exceed the original construction contract amount and a change order would be required to fund this already completed work.  The additional cost for work associated with the change in the proposed location for the water and sewer mains is approximately $160,000.  Various miscellaneous changes to the project and quantities of materials being installed account for the remaining $31,168 needed for this change order.

The alternative to this recommendation could be to delay action to gain additional information.
