Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

The Village receives a monthly distribution of Motor Fuel Tax (MFT) funds from the Illinois Department of Transportation (IDOT).  The Illinois Highway Code requires that each municipality receiving MFT funds use those funds for the limited purposes described in the Highway Code.  Those approved uses generally relate to the costs of labor and materials for construction and maintenance of the public right of way.  The Village is required to adopt a Resolution which obligates its share of MFT funds to one or more of the approved purposes set forth in the Highway Code.

Fiscal Impact

The FY2019 Budget provides for an expenditure of $1,300,000.00 based on the expected MFT revenue funds in Fiscal Year 2019.   The Resolution provides for a higher estimate of $1,474,891.60 to cover the estimated MFT funds received.

 

Background

The “Municipal Estimate of Maintenance Costs” attachment itemizes approved uses of $1,474,891.60 in Motor Fuel Tax funds.  The attachment proposes using the funds for salaries and overtime related to public works operations in the public right of way, the purchase of salt and electricity for street lighting as described more fully on the Attachment.

 

IDOT is charged with supervising and approving the Village’s expenditure of MFT funds.  IDOT will review the Resolution and indicate its approval and returning it to the Village.
