Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

Mobile communication is utilized by all operating departments for emergency communication and daily operations. The Village participates in the State of Illinois Joint Purchasing Program for materials, equipment and services commonly used by municipalities such as cell phone, smartphone and mobile data. Participation in the Joint Purchasing Program results in volume discounts on equipment and services which the Village could not achieve on its own as a single purchaser.

Fiscal Impact

The Verizon service for 2019 is anticipated to not exceed $100,000.00 and is covered under the following 2019 budgeted accounts:

    • Information Technology account #1001-41040-101-540690 (FY2019 budget provides a total of $90,000.00),

    • Water Sewer account 5040.43730.101.540690 (FY2019 budget provides a total of $2,256.00),

    • Water Supply account 5040.43730.776.540690 (FY2019 budget provides a total of $3,384.00),

    • Water Distribution account 5040.43730.777.540690 (FY2019 budget provides a total of $2940.00).

    • Heath Grants account 2114.44560.101.540690.0000.002019 (FY budget provides a total of $1,400.00)

 

Background

Verizon provides reliable coverage in our region and nationally. Verizon is used by WestCom dispatch and its community members, e.g. River Forest, Elmwood Park, Park Ridge and Oak Park. Village staff and public safety vehicles have been using Verizon services successfully in their operations since 2007.

Using a single provider standardizes equipment and services that enhance the Village’s unified communications and ease in the management of mobile services used in the field. In addition, when operationally practical and cost effective, staff has the option to utilize one’s own personal service and are provided a stipend.

Currently, the Village has 158 Verizon wireless devices including flip phones, modems, MiFi and smart devices.

 

Alternatives

Should the Board could elect to not authorize this service, staff will begin researching the impact to the processes of day to day operations.

 

Previous Board Action

On December 5, 2016, the Board approved Verizon services in an amount not to exceed $115,000.00 annually for Fiscal years 2017 - 2019 (RES 16-386).

Anticipated Future Actions/Commitments

It is anticipated that the Information Technology Department will be including this service in its annual budget request.

 

Intergovernmental Cooperation Opportunities

Verizon is able to obtain favorable pricing for wireless services through the Joint Purchasing Program of the State of Illinois Master Agreement (contract CMS793372P). While initial agreement term is set to expire on October 2, 2019, Verizon is anticipating that this will be extended.
