Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview
The Public Works Department solicited proposals from qualified firms to provide technical support for the Village's Water Loss Control Program. M.E. Simpson, Inc. provided a proposal that meets the Village's needs. The Water Loss Control Program provides a comprehensive review of the Village water distribution and metering systems as well as an audit and evaluation of the utility billing system.

Funds for these services are available in various accounts in the Water & Sewer Fund: 5040-43730-101-530667, External support ($41,210.00); 5040-43730-776-530667, External Support ($8,550.00); 5040-43730-777-530667, External Support ($61,000.00); 5040-43730-777-570707, Capital Improvements ($5,000.00). The total funds from these accounts would be $115,760.00

The above account budgets were provided for watermain distribution system leak detection, large meter testing, master meter testing, meter parts and a customer web portal. The last item, the customer web portal, is proposed to be deferred since water loss control is more of a priority at this time.

Background
The Village is required to submit and Annual Water Use Audit to the Illinois Department of Natural Resources (IDNR). The audit consists of reporting annual Authorized Consumption including both billed and unbilled water (metered and unmetered), Water Loss and Non-Revenue Water (NRW).
