Overview

The Village received four competitive bids on May 24th for Project 19-17, Water and Sewer Main Improvements.  The low responsible bid was submitted by Cerniglia Co. in an amount of $1,482,683. This project consists of replacing the water main and storm sewer improvements on Austin Boulevard from Lake Street to Chicago Avenue and sewer and water main replacement on a small portion of Scoville Avenue north of Roosevelt Road.  Construction work would occur in the summer of 2019.

Fiscal Impact

There is $910,814 available in the FY2019 Budget in the Water and Sewer Fund, Public Works - Water, Water Distribution, Capital Improvements, for water main replacement, account no. 5040-43730-777-570707 for this project and there is $719,645 available in the Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements, for sewer main replacement, account no. 5040-43750-781-570707 to fund the remaining $571,869 needed for this project. 

 

The project includes revenues from property owners of up to $102,000 for private water service replacements which will be used to reimburse the Water and Sewer Fund, Public Works - Water, Water Distribution, Capital Improvements, for water main replacement, account no. 5040-43730-777-570707 which is funding this work. 

 

Background

The project includes replacing the water main and storm sewer improvements on Austin Boulevard from Lake Street to Chicago Avenue and replacing a portion of the sewer and water mains on Scoville Avenue from Roosevelt Road to the alley north of Roosevelt Road. 

 

This project will replace the existing water main on Austin from Lake Street to Chicago Avenue which is over 100 years old and has had 5 breaks in recent years and a number of inoperable valves in this section that provides the water supply to the West Suburban Medical Center.  The City of Chicago is planning on resurfacing Austin Boulevard from Lake Street to North Avenue later this year and will complete the final pavement restoration with their project.  By coordinating work with the City of Chicago, the Village will save money on final pavement restoration with this project.  

 

The project also includes replacing the original water and sewer mains on Scoville Avenue from Roosevelt Road to the alley north of Roosevelt Road where Turano Bakery will be constructing a new parking lot and building.  Scoville has been already been vacated by the Village.  The existing sewer will be replaced and made larger to improve capacity of the sewer serving the 1150 block of Scoville.  The exiting water main is from 1909 and is being replaced at the same time as the sewer to ensure its long term reliability.  By constructing these projects in coordination with the Turano project the Village will save money by not having to restore pavements with this work and avoid any future disruption of the Turano property. 

 

Due to pending requirements from the State regarding removing lead water service lines, this project also includes costs for replacing the private side water service pipes all the water to the water meter inside the buildings for property’s with lead service lines.  Homeowners would have the option for choosing not to replace their lead water service line, use their own contractor at their own cost to replace the service lien, or use the Village’s contractor to replace the service line using the bid prices from this project and reimburse the Village for these costs.  There are roughly 17 lead water services on this project that could be replaced at roughly a cost of $102,000.  Revenues from replacing any of these private water services would be deposited to the same account used to fund this work and be a $0 net cost to the Village.   

 

The Village has previously worked with Cerniglia and they have done an excellent job in the past.

A future agenda item will be presented at an upcoming Board meeting for an Intergovernmental Agreement with the City of Chicago for the resurfacing of Austin Boulevard from Lake Street to North Avenue. 

 

Intergovernmental Cooperation Opportunities

The City of Chicago is planning on resurfacing Austin Boulevard from Lake Street to North Avenue later this summer.  The final asphalt restoration following the water main project would be completed as part of the City’s street resurfacing project which will save the Village money on this water main project.
