The Village received a $475,000 grant to fund approximately 40% of the costs for the construction of six green alleys from the Metropolitan Water Reclamation District of Greater Chicago (MWRD).  The Intergovernmental Agreement (IGA) defines the terms and conditions of the grant and construction processes.  The project is scheduled to be designed and bid this year with construction occurring in 2020.

Fiscal Impact

The project will be constructed in 2020.  Staff will include funds for the construction of the project which is estimated at $805,000 in the proposed FY2020 budget in the Capital Improvement Fund, Public Works - Engineering, for Alley Improvements account no. 3095-43780-101-570964.   

 

Background

The Village was awarded a Metropolitan Water Reclamation District of Greater Chicago (MWRD) grant to partially fund the installation of six green alleys.  Green alleys feature permeable brick pavement that allow rainwater to drain into the soil rather than the Village sewer system. The Village has a small vein of sandy soils that allow for more cost effective installations of permeable pavements since the water can generally infiltrate into the sand as compared to clay based soils. The six alley segments proposed for this green infrastructure are near the sandy soil area and were scheduled for replacement based on their condition in 2019 or 2020.  A location map is included as exhibit 1 of the IGA. 

 

The Engineering Division is currently performing geotechnical investigations to ensure the proposed alleys are appropriate for permeable pavements.  Should soils or the groundwater table prevent cost effective permeable pavements, the Engineering Division will select other locations which are may be appropriate and also planned for replacement due to condition.

 

The $475,000 MWRD grant is anticipated to fund the increased cost of a green alley over the cost of a traditional concrete alley.  

 

Construction of the green alleys is estimated to cost a total of $805,000 with MWRD funding $475,000 of these costs.  Design of the green alleys is already underway as part of the current 2019 Alley engineering design contract with Edwin Hancock Engineering.   The project is scheduled to be bid this fall for construction in the spring of 2020.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

At the July 30, 2018 regular meeting the Village Board approved a Resolution Authorizing the Submission of a Metropolitan Water Reclamation District of Greater Chicago Green Infrastructure Program Partnership Funding Opportunity Application for the Green Alley Improvements Project.
