Overview
The Village received four competitive bids on May 30, 2019, for the federally funded LED Countdown Pedestrian Signals and Traffic Controller Upgrades Project, Section No. 15-00262-00-TL. The low bid was submitted by Hecker and Company, Inc. in an amount of 143,169.20. Since this is a federally funded project. The State will award the contract for the work following a recommendation from the Village. The project includes upgrading local traffic signals with countdown pedestrian signals and upgrading traffic signal controllers.

Fiscal Impact
The FY2019 Budget includes $158,800 for construction of this project in the Capital Improvement Fund, Public Works-Engineering, for Traffic Signal Management account no. 3095-43780-101-570971. The low bid was under the budgeted amount. The Safe Routes to School Grant will fund 80% of the costs for this project. The Village's 20% share of the project is $28,635.

The Village will pay for the construction costs up-front and be reimbursed by the State.

Background
The Village received a $137,280 Safe Routes to School Grant in November of 2014 for upgrading pedestrian signals to LED countdown signals and upgrading traffic controllers at signalized intersections. The project has experienced numerous delays with the State during project design review and local agency construction agreement review.
