Overview
The Engineering Division intended on overseeing construction of the 2019 street resurfacing project in-house but requested proposals from consultants to provide these services due to recent staffing level changes. The Village requested proposals from the eight consultants currently providing construction engineering for the Village. The proposal from TranSystems Corporation best fit the needs for this project based on the qualifications of the staff and at the most competitive cost. The work to provide this additional construction engineering for the 2019 street resurfacing project is $75,796 and adjusts the contract amount to $1,540,726.

Fiscal Impact
There are available funds due to deferred work for the Lake Street Streetscape project for this work in the FY2019 Budget in the Capital Improvement Fund, Public Works-Engineering, for Project Engineering account no. 3095-43780-101-570706.
Background
The Engineering Division originally intended on overseeing the construction of the 2019 street resurfacing project in-house. Staffing level changes necessitate consultant support for providing these construction engineering services. The Engineering Division requested proposals from the eight consulting firms currently providing similar construction engineering services to the Village for this work. The Village received three proposals and the proposal from TranSystems Corporation best fit the needs of the project while also at the lowest cost.
Construction of Project 19-15, Resurfacing of Various Streets was awarded by the Village Board on May 20th and construction is anticipated to start in late June and last till October. The construction includes the resurfacing and reconstruction of 11 blocks throughout the Village and the installation of two pinch points to calm traffic.
TranSystems is currently under contract for providing construction engineering for the Lake Street Improvement projects and is overseeing the construction of the projects at the Lake and Forest intersection for the site work in the right-of-way at the Albion Development, for the Village’s Traffic Signal Improvement Project 19-13, and will oversee work for the future project to install the granite curbed planter at this intersection which is currently out for bid. TranSystems has agreed to include the costs for overseeing these advanced projects on Lake Street which were needed due to deferring the construction of the Lake Street projects until 2020 into this Amendment.

The alternative to this recommendation could be to delay action to gain additional information.
Previous Board Action
At the November 5, 2018 regular meeting the Village Board approved a Professional Services Agreement with TranSystems Corporation for Phase III Construction Engineering for the Lake Street Improvement Projects in an Amount not to exceed $1,464,930.
At the May 20, 2019 regular meeting the Village Board approved a Contract with Lindahl Brothers, Inc. for Project 19-15 Resurfacing of Various Streets, in an Amount not to exceed $1,143,903.
At the May 20, 2019 regular meeting the Village Board approved a Contract with Electric Conduit Construction Co. for Project 19-13, Lake Street and Forest Avenue Traffic Signal Improvements in an Amount not to exceed $426,660.

Anticipated Future Actions/Commitments
A future agenda item will be presented at an upcoming Board meeting for approving change order to existing agreement with TranSystems Corporation for the Construction Engineering Services for the Lake Street Improvement projects for sub-consultant work related to marketing, outreach, website development, and coordination with the business districts for the upcoming streetscape project. Final dollar amounts are not know at this time for this upcoming change order and will be presented as soon as the scope of any remaining coordination and potential business incentive programs are determined.
