Overview
Due to unforeseen conditions for the water and sewer construction project this change order will result in the final contract value being over the awarded amount. These items generally include replacing defective large diameter water main valves and for project delays as a result of the defective valves. Work for replacing the valves is scheduled for late June pending approval of the change order. These various changes total approximately $235,000 and adjust the previously approved contract amount of $2,377,689 to $2,612,689.

There are available funds for this change order in the Water & Sewer Fund, Public Works - Water, Water Distribution, Capital Improvements account no. 5040-43730-777-570707 which includes $100,000 for Water Valve Replacement and from the Water & Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements account no. 5040-43750-781-570707 which has $415,459 available for Sewer Improvements/Flood Mitigation to fund this change order.
Background
The change order is needed due to the need to replace existing broken water valves which were discovered during the water main project on Berkshire Street from Grove Avenue to Linden Avenue. These broken water valves, primarily on the Village’s 14” water main on Berkshire are from 1981, prevented the completion of this project as the Village cannot shut off the water on this water main to allow work to progress.
Numerous days of lost productivity were encountered as the Village tried unsuccessfully to shut off water to allow for the construction project to progress. Ultimately, staff directed the contractor to purchase and install replacement valves on the 14” water main. Work for replacing these water valves is scheduled to occur in late June of this year pending approval of this change order.
These valves are needed in order complete the water main improvement project on Berkshire and more importantly in order to maintain the Village’s water distribution system in the north-central part of the Village as we currently cannot turn off water to many of the residential blocks in this part of the Village should any water main breaks occur until these broken valves are replaced. Work by the Public Work’s Water and Sewer Division and the Engineering Division to determine the locations of broken valves and determine appropriate solutions resulted in losing the entire spring construction season for this project.
The change order will include costs associated with days the contractor was on-site trying to complete work and the Village could not shut the water off due to broken valves; assistance by the contractor in digging up and finding broken valves and piping; costs for the future purchase and installation of replacement water valves; and for increases in labor rates starting in June of 2019 as the entire project, including work on Clarence Avenue from Roosevelt Road to Harvard, was intended to be completed by June of 2019 per the original contract prior to labor rate increases.

The alternative to this recommendation could be to delay action to gain additional information.
