The Village Board is being asked to approve the annual Community Development Citizens Advisory Committee ("CDCAC") recommended Program Year ("PY") 2019 Action Plan, which includes proposed Community Development Block Grant ("CDBG") and Emergency Solutions Grant ("ESG") activities for 16 local non-profit agencies. Citizen participation requirements mandate a required 30-day public comment period for the draft Program Year 2019 Action Plan.

Fiscal Impact
In April, 2019, HUD informed Oak Park that the Village is entitled to $1,633,190 for CDBG and $143,061 for ESG for Program Year 2019, which begins October 1, 2019. Under federal regulations, the Village is able to set aside up to 15% of the total CDBG allocation ($244,978) for CDBG Public Services funds and up to 20% for Administration ($326,638), with no cap for Public Facilities and Improvements. The Village is setting aside the full 15% for CDBG Public Services, the full 20% for CDBG Administration, and the full 7.5% ($10,729) for ESG Administration in Program Year 2019. In addition to recommending funding for 15 local, non-profit CDBG Public Services proposals, the CDCAC is recommending funding for two CDBG Public Facilities and Improvements proposals and five ESG proposals.
