Overview
The Village received four competitive bids on May 30, 2019, for the federally funded LED Countdown Pedestrian Signals and Traffic Controller Upgrades Project, Section No. 15-00262-00-TL. The low bid was submitted by Hecker and Company, Inc. in an amount of 143,169.20. The State has authorized the Village to execute a contract for this project and begin work. The project includes upgrading local traffic signals with countdown pedestrian signals and upgrading traffic signal controllers.

Fiscal Impact
The FY2019 Budget includes $158,800 for construction of this project in the Capital Improvement Fund, Public Works-Engineering, for Traffic Signal Management account no. 3095-43780-101-570971. The low bid was under the budgeted amount. The Safe Routes to School Grant will fund 80% of the costs for this project. The Village’s 20% share of the project is $28,635.
The Village will pay for the construction costs up-front and be reimbursed by the State.
Background
The Village received a $137,280 Safe Routes to School Grant in November of 2014 for upgrading pedestrian signals to LED countdown signals and upgrading traffic controllers at signalized intersections. The project has experienced numerous delays with the State during project design review and local agency construction agreement review.
Bids were opened on May 30th and the Village received four bids. The low responsible bid of $143,169.20 from Hecker and Company is under the budgeted amount. The project includes replacing traffic controllers at 9 signalized intersections and upgrading 19 signalized intersections with countdown pedestrian signals that indicate the remaining safe time to cross the street to improve pedestrian safety. Construction is anticipated to start in late summer following IDOT award of the project and be completed this fall.
Hecker and Company has worked in the Village on similar projects as a sub-contractor and has done an excellent job. Staff recommends the State award a contract to Hecker and Company for this project.
Alternatives
The alternative to this recommendation could be to delay action to gain additional information.

At the July 23, 2019 regular meeting the Village Board approved a Resolution approving a Local Public Agency Agreement for Federal Participation with the State of Illinois for Construction of the Installation of LED Countdown Pedestrian Signals and Traffic Controller Upgrades at Various Locations in Oak Park Project.
At the July 23, 2019 regular meeting the Village Board approved a Construction Engineering Services Agreement for Federal Participation with Hampton, Lenzini and Renwick, Inc., for construction engineering of the Installation of LED Countdown Pedestrian Signals and Traffic Controller Upgrades at Various Locations in Oak Park Project, in an Amount not to Exceed $23,389.78.
At the February 18, 2014 regular meeting the Village Board authorized a resolution for an application for Grant Funds from the State of Illinois Safe Routes to School (“SRTS”) Grant Program.
