Overview
Overview
On September 19, 2018 the Village Board entered into an Intergovernmental Agreement with District 97 for the Village to manage crossing guard services for the public elementary and middle schools. Subsequently, upon execution of this agreement, the Village contracted with Andy Frain for crossing guard services and the Village is reimbursed by District 97. This is a renewal of the agreement for an additional one (1) year period starting July 1, 2019 and ending June 30, 2020.

The FY19 adopted budget provides funding for the contract and pursuant the IGA with School District 97 the Village is reimbursed for out-of-pocket costs related to the contract with Andy Frain which is anticipated not to exceed $240,000 per year.

Background
School Crossing Guard services for elementary and middle school students were outsourced by the Village beginning with the 2010-2011 school year. Prior to that time, the Village employed an average of 30 employees to perform the service on behalf of District 97 and private elementary schools. The outsourcing reduced the cost of crossing guard services by $141,500 for the first school year. Concurrently, the Village entered into an agreement with District 97 which provides for the Village to undertake the supervision and deployment of the crossing guards and undertake and manage the contractual relationship in the short term. The costs of the contract for services with Andy Frain are reimbursed to the Village by School District 97.
