Overview

The City of Chicago received Federal and State funds for the resurfacing of Austin Boulevard from Lake Street to North Avenue.  As part of the project the City of Chicago will replace the sidewalk corner ramps and resurface the Village’s half of Austin Boulevard Village as well as provide engineering design and construction management of the project for half of the cost of the work which is estimated at $730,000.  The Intergovernmental Agreement (IGA) provides terms and conditions for payments and for the coordination between the Village’s water main project and the City’s resurfacing project.  The City is planning to award the contract in early August and start construction in the late summer of 2019 following the Village’s water main project.

Fiscal Impact

The FY2019 Capital Improvement Plan and FY2019 Budget includes $250,000 in funds in the Capital Improvement Fund, Public Works-Engineering, Local Street Construction account no. 3095-43780-101-570951 for Austin Boulevard Resurfacing as the City previously indicated there would be no cost to the Village for this project. 

 

Pending Board concurrence, the recommended FY2020 Budget will include the remaining $480,000 needed for this project in the CIP fund for street resurfacing, account no. 3095-43780-101-570951.

 

Background

In August of 2018 the Chicago Department of Transportation (CDOT) notified the Village that they were planning on resurfacing Austin Boulevard in 2019 from Lake Street to North Avenue.  Austin Boulevard is jointly owned by the City of Chicago and the Village of Oak Park.  Austin Blvd was last resurfaced in 2001 and is in need of resurfacing.  The Village’s half of Austin Boulevard was originally scheduled for resurfacing in 2020 using local CIP funds.     

 

The City receives Federal and State funds for resurfacing of many of their arterial streets and this project is proposed to be 100% funded through these State and Federal funds with no City of Chicago funds being used for construction.  Initially CDOT indicated that the project would include corner sidewalk ramp replacement and full width resurfacing of Austin at no cost to the Village.  The FY2019 Budget only included $250,000 in CIP funds for this project to account for any additional curb and sidewalk replacement which may be required as well as the associated restoration of parkway areas beyond what CDOT indicated they would complete at no cost to the Village. 

 

Since this time CDOT has indicated they do not have sufficient funds to complete work on the Oak Park side of Austin unless the Village pays for work on the Village’s side of the street.  Work on the Village side of Austin is estimated at approximately $730,000 including construction engineering.  The Engineering Division has reviewed the plans and cost estimates prepared by CDOT and due to economies of scale the estimated cost of $730,000 is lower than what the Village would pay if the Village were to independently resurface the Village’s half of the roadway and upgrade sidewalk ramps. 

 

The IGA with CDOT defines the terms and conditions for the project.  Bids for this work are scheduled to be opened on August 1, 2019.  Should bids come in higher than the estimated value the Village would have the opportunity to withdraw from the project.  Per the IGA the Village will pay CDOT $250,000 upon award of the construction contract in FY2019.  The Village will be invoiced for the actual work completed on the Village’s half of the roadway in 2020 and for 11.5% of these construction costs to pay for construction management.  The proposed FY2020 Budget will include funds for the estimated Village’s share of this construction.    

 

The Village will construct the local water and sewer improvement project from Lake Street to Chicago Ave this summer.  Construction on the Austin street resurfacing project would not start until completion of the Village’s project.  CDOT’s resurfacing project includes multiple arterial streets and will spans two construction seasons with work wrapping up in the summer of 2020. 

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.  The City is planning to award the contract in early August.
