Overview

The existing brick sidewalk areas and former landscaped areas along Madison Street from Humphrey to Austin are deteriorated and in need of repairs.  The original Madison Street resurfacing and road project did not include scope to beautify and repair this area.  Staff is recommending adding scope to the current project for removing all the existing bricks for this roughly one block segment and replacing them with concrete, infilling formerly landscaped dirt areas with new concrete, and replacing missing trees.  The work to improve this portion of Madison will cost approximately $125,000.  There are available funds in the current construction contract with K-Five to fund this additional scope due to contingencies so a change order will not be required.

Background

The existing brick sidewalk areas behind the curb from Humphrey to Austin are deteriorating and in need of replacement and additional landscaping work to replace trees.  The existing bricks between the curb and main public sidewalk were originally installed in the 1980s.  The bricks have started to deteriorate and are uneven which create tripping hazards.  The original design for this area included landscaped areas in this brick area which have been trampled by pedestrians exiting their cars from the metered parking spaces and are currently dirt.  An attachment with photos depicting the existing conditions is attached. 

 

Staff requesting costs from the Madison Street contractor, K-Five Construction, for adding scope to the current construction contract to replace the deteriorated bricks with new clay permeable pavers, infill the former landscaped areas which are currently dirt, plant four new trees in spaces where trees have died over time, modify existing irrigation systems, and minor repair work for fixing broken curbs on existing curbed planters and removing tree grates that have warped due to the growth of trees.  Permeable pavers are being recommended here to provide better access to air and water for the existing trees which are being maintained.  An exhibit illustrating the proposed scope is attached.

 

The costs for replacing these brick areas with the new brick from K-Five were originally $300,000 which we reduced down to $221,000.  Costs for this work should be approximately $125,000 to $140,000.  The contractor was unwilling to further negotiate or reduce their costs and staff does not recommend proceeding with replacing the brick pavers with new pavers with this project due to cost. 

 

Staff evaluated other options for improving the area and recommends replacing the deteriorated pavers with new concrete.  Based on unit pricing for the Madison Street project the cost to replace the existing bricks with concrete and infill plant the missing trees is approximately $125,000.  There are available funds in the current construction contract to cover these costs and a change order for this project is not anticipated. 

 

No work has been authorized or started for this additional requested scope.  Pending Board concurrence, staff will authorize the contractor to purchase the material and complete the work as part of this project.  Work is anticipated to occur in August or September. 

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

On November 26, 2018, the Village Board approved a Contract with K-Five Construction Corp. for Project 19-12, Madison Street Improvements, in an Amount not to exceed $6,250,000.
