Overview
On June 17, 2019 the Village Board approved the draft Program Year (PY) 2019 Action Plan and released it for a 30-day public comment period, which has now passed with no comments being received. The draft Program Year 2019 Action Plan included proposed Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) activities, including funding levels recommended by the Community Development Citizens Advisory Committee (CDCAC) for sixteen non-profit agencies. The Board is now being asked to approve the final Program Year 2019 Action Plan.

Staff Recommendation
Approve the resolution approving the Program Year 2019 Action Plan and enabling the Village Manager to submit the Plan to the U.S. Department of Housing and Urban Development.
Fiscal Impact
In April of 2019, U.S. Department of Housing and Urban Development ("HUD") posted the Program Year 2019 allocations committed to Oak Park. The Village is entitled to $1,633,190 in Community Development Block Grant (CDBG) funds and $143,061 in Emergency Solutions Grant (ESG) funds for Program Year 2019, which begins October 1, 2019 and ends September 30, 2020.
Following Federal regulations, the Village is setting aside the 15% of the total CDBG allocation for CDBG Public Services ($244,978) and the 20% for CDBG Administration ($326,638), as well as 7.5% of the ESG funds for ESG Administration ($10,729) in Program Year 2019. These commitments will not impact funds already committed to Village public infrastructure improvements, housing programs, and other Village CDBG-funded projects.
