Due to additional bridge deck patching areas and unforeseen conditions this change order will result in the final contract value being over the awarded amount.  The items generally includes additional bridge sidewalk patching areas above contract quantities that were identified during removal work and unanticipated additional costs for IDOT traffic control, CTA flagging, and CSX permit requirements.  The various changes total $92,446 and adjust the previously approved contract amount of $351,556 to $444,002.

Fiscal Impact

There are available funds for this change order in the FY2019 Budget in the Capital Improvement Fund, Public Works-Engineering, Local Street Construction account no. 3095-43780-101-570951.   

 

Background

A change order to Project 18-14, Bridge Rehabilitation Improvements will be required due to additional bridge sidewalk patching areas above contract quantities that were identified during removal work and unanticipated additional costs for IDOT traffic control, CTA flagging, and CSX permit requirements.  The various changes are described below and were authorized during construction in order to reopen bridge sidewalks, properly complete the project, and be compliant with IDOT’s and the railroads’ requirements. 

 

During sidewalk patching on the Oak Park Avenue Bridge this spring additional patching areas were required due to the deteriorated conditions of the existing concrete and steel reinforcement.  These additional patching areas were not originally included for replacement and were discovered during construction and required to be replaced in order to properly repair the sidewalks and reopen the bridge.  Bridge deck and sidewalk patching quantities exceeded the originally awarded contract amount by approximately $93,000.

 

In addition to the additional patching areas, the contractor was required to provide additional railroad flagging and traffic control beyond originally anticipated in order to complete the work and obtain permission to work within their right of ways.  Additional permit requirements for work this spring by CTA required revised traffic control on I-290 and additional railroad flaggers.  CSX and CTA revised insurance requirements were also required this spring as well as additional work to comply with CSX flagger’s scheduling was needed.  The additional costs for railroad related permit requirements this spring amounted to approximately $38,800. 

 

All work is complete on this project.  A separate project for repairs to Home Avenue and East Avenues was awarded by the Village Board in July of 2019 and is currently under construction.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

On November 5, 2018, the Village Board approved a change order and Amendment to the contract with Norvilla, LLC. for Project 18-14, Bridge Rehabilitation Improvements, in an amount not to exceed $64,790 for a new total of $351,556.  

 

On September 4, 2018, the Village Board approved a contract with Norvilla, LLC. for Project 18-14, Bridge Rehabilitation Improvements, in an Amount not to Exceed $286,766.

 

At the April 16, 2018 regular meeting the Village Board approved an agreement with BLA, Inc. for design and construction engineering for the 18-14 Bridge Deck Repair Project at Home, Oak Park, and East Avenues, in an amount not to exceed $63,976.

A separate agenda item is being presented for approving a change order to the existing agreement with BLA, Inc. for construction management of this project since the project duration and complexity for railroad permits exceeded the original scope.
