Overview

The Village abandoned a nine-inch sewer main on South Boulevard between Marion Street and Home Avenue as part of the design of the 18-17 Water and Sewer Main Improvement Project in 2018 which served the Service King Collision Repair Center at 1029 South Boulevard.  Service King has had sewer backups as a result of abandoning this sewer main and the Village was notified in August of this issue.  In order to restore sewer service to Service King, the Village requested a proposal from Garces Contractors who is currently under contract with the Village for emergency sewer and water repairs.  The cost of the emergency repairs to restore sewer service to Service King is $78,608. This requires the contract with Garces Contractors LLC to be amended from $50,000 to $128,608.

There are available funds for this change order in the FY2019 Budget in the Water & Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements account no. 5040-43750-781-570707. 

 

Background

The Village abandoned a nine-inch sewer main on South Boulevard between Marion and Home Avenue as part of the design of the 18-17 Water and Sewer Main Improvement Project in 2018.  There was an unknown sewer service for the Service King Collision Repair Center located at 1029 South Boulevard that discharged to this sewer main which was abandoned as part of the project.  There were no records of this sewer service and it previously discharged to a manhole that was full of debris so it was not discovered during the original survey or design for this project. 

 

Service King has had sewer backups as a result of abandoning the sewer main they discharged to.  On Friday August 9, 2019, Service King’s sewer contractor performed work to repair their pipe and discovered that the sewer pipe no longer connects to an active Village sewer main and there is nowhere to discharge their sewage.  The Village requested a proposal from Garces Contractors to perform the needed work to install a new sewer on South Blvd to provide service for the building.  Garces Contractors currently has a contract with the Village for emergency water and sewer repairs.  Garces provided the attached proposal for $78,608 to install the new sewer and restore the area.  The cost for the work is appropriate and competitive for this work.

 

The Public Works Department authorized Garces Contractors to proceed with the repair work on an emergency basis since Service King Collision Repair Center currently cannot discharge sewage and has a sewer backup with most rainfall events.   The costs for the repairs exceeds the originally awarded contract amount of $50,000 for emergency water and sewer repair work.  The Amendment to the Independent Contractor Agreement changes the not to exceed amount from $50,000 to $128,608.
