Overview
The Public Works Department is responsible for the upkeep of bluestone sidewalk in Downtown Oak Park and Pleasant District business districts. It is recommended that bluestone be sealed once every five years. This is the fifth year since the sidewalks have been sealed. This item will allow the Village to enter into an agreement for the sealing of the bluestone sidewalks.

Fiscal Impact
The FY2019 General Fund provides funds for the power wash and reseal of bluestone in the Street Services Budget, General Contractuals, account no. 1001-43740-761-530660 for a total of $90,000.00.
Staff estimates that $90,000.00 will be enough to complete the Village portion of the project. A portion of the work includes the Vantage Building’s (NE corner of Lake and Forest) bluestone, however the Village is not responsible for paying for this work. The expense for the Vantage portion of the work (paid by the owner) is approximately $5,100.00.
Background
An ad for the Invitation to Bid for bluestone sealing was published in the April 24th edition of the Wednesday Journal and posted on the Village Web Site. This request was also sent to area contractors. There were two responses, both considerably over the budgeted amount of $90,000.00. It was decided to rebid the project, this time dividing up the areas in order to be able to seal at least some of the project and finishing the rest in the next fiscal year.
Another Invitation to Bid was placed in the June 5th edition of the Wednesday Journal and posted on the Village Web Site. Both contractors who replied to the first request were invited to rebid (neither did). Three contractors responded to the rebid. The lowest bidder, Muscat Painting and Decorating provided a price that seemed unrealistically low. After discussions with the contractor, it was discovered that they had mistakenly priced out the required sealer in quarts instead of gallons. The contractor also did not meet a specification included in the Invitation to Bid that they have at least five years’ experience using the required sealing product.
After taking this into account and reviewing all the bids, staff recommends entering into an Independent Contractor Agreement with Pressure Washing Systems Leasing LLC. This contractor was the next lowest bidder, has extensive experience with sealing with the required product PROSOCO SLX100 Water and Oil Repellent and power washing the Village’s bluestone sidewalks.

It is anticipated that the Public Works Department will be bringing agreements of this type to the Village Board for future re-sealing of the sidewalks.
