Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

The Public Works Department has identified traffic regulatory signs (stop signs) that are, or soon will be, below the established minimum reflectivity as put forth by The Federal Highway Administration (FHWA).  This item allows for an amendment to the existing purchase price agreement with Traffic Control & Protection, Inc. for the acquisition of these materials.

Fiscal Impact

The FY2019 Budget provides $5,000.00 for FHWA Street Sign Replacement in its Capital Improvement Fund Account, no. 3095-43780-101-560634, for this purchase.

 

Background

The Federal Highway Administration through the Manual on Uniform Traffic Control Devices (MUTCD) provides required standards for regulatory and warning sign reflectivity.  Agencies are required to replace any sign they identify as not meeting the established minimum retroreflectivity standards.  The Public Works Department has identified signs throughout the Village that do not, or soon will not, meet these retroreflectivity standards.

 

Purchased Stop Signs will be installed by the Street Division Sign Technician with help from Street Division personnel.  Yield, Speed Limit, and other types of regulatory signs will be replaced in the upcoming years as part of this ongoing project.

 

In January 2019, as part of the annual bid for sign materials, staff was able to obtain FY2019 prices from five different vendors for 30” Diamond Grade Cubed (a high standard of reflectivity) Stop Signs.  Traffic Control & Protection, Inc. provided the lowest price of $37.40 for each Stop Sign.  They have agreed to hold this price for this project.  The Village already has an agreement and Purchase Order of $25,000.00 for sign material with this vendor.  Adding the $5,000.00 for this project will necessitate Village Board approval of an agreement amendment.
