Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview

Developer, District House LLC,  is responsible for securing and installing Public Art pursuant to Planned Development Ordinance 16-087 accessible to the general public at the development site. The Developer is requesting that Village allow a sculpture to be placed on the Village’s right of way next to the development. Upon installation in a manner acceptable to the Village, the developer will donate the piece to the Village of Oak Park.

Fiscal Impact

The Village is not financially responsible for the installation or purchase of the sculpture. The Village budgets funds to the Oak Park Area Art Commision each year for the maintenance and upkeep of all of the Village’s public art pieces. Any upkeep for the sculpture in future years, will be part of that future line item.

 

Background

Developer, District House LLC, is responsible for securing and installing Public Art pursuant to Planned Development Ordinance 16-087 accessible to the general public at the development site. The Developer contracted with the Artist Zach Balousek to commission a sculpture similar to the sculpture which was part of the Village’s sculpture walk in 2018. District House would like to enter into an agreement with the Artist for a sculpture that was part of the Village’s 2018 Sculputre Walks. District House LLC does not have physical space to place the sculpture on their property. They are requesting that the Village allow the sculpture to be placed on the Village’s parkway. District House LLC will purchase and pay to the install the piece.

 

Unlike at the Sculpture Walk art at this location, which was temporary, the sculpture will be permanently affixed using a concrete base. Additionally, a removable metal barrier will be installed at ground level.  The artist will still need to obtain a permit to construct the sculpture that will be reviewed by the Village Engineer.

Previous Board Action

On July 18, 2016, the Village Board concurred with the Plan Commission’s recommendation and adopted an Ordinance Granting a Special Use Permit for a Major Planned Development for a Mixed Use Multiple Story Development with Residential, Commercial and Parking at the Property located at 702-708 Lake Street and 139-147 North Euclid Avenue

 

On May 16, 2016 the Village Board referred the Planned Devlopment application to the Plan Commission for public hearing. Also on this date, the Villge Board approved the execution of a Redevelopment Agreement with District House, LLC detailing the subject property’s development.

 

On January 19, 2016, the Village Board named Ranquist Development Group as the preferred developer and directed staff to negotiate the Redevelopment Agreement consistent with the Oak Park Economic Development Corporation.

The Public Art was reviewed and recommended by the Oak Park Area Arts Council.
