Fiscal Impact

The FY2019 Capital Improvement Fund provides funds for the installation of LED viaduct lighting in account no. 3095-43780-101-570954 for a total of $20,000.00.  This was originally planned as a multi-year project.

 

This project was bid separately installation only given that the materials for all the viaducts will be purchased from Green Home Experts in an amount of $4,500.00 which includes a $20.00 ComEd discount.  The installation work is $40,398.85.  The total project cost for materials and installation will be just under $45,000.00 (Installation $40,398.85 + materials $4,500.00).

 

Due to the favorable pricing received for this work, staff recommends to utilize the savings in the Sustainability Fund from the residential street lighting project to complete this multi-year project in one year in an amount not to exceed $25,000.   Therefore the Village would fund this project with $25,000 from the Sustainability Fund in account no. 2310-41020-101-570954 and the $20,000 from the FY19 Capital Improvement Fund for this project in account no. 3095-43780-101-570954.

 

 

Background

With the viaduct lighting improved in the highly visible viaducts of Marion St., Oak Park Ave., and Ridgeland Ave., a more basic upgrade of the remaining viaducts is proposed. The pedestrian and roadway lights are proposed to be upgraded to LED along with any needed conduit repair and replacement.  The viaducts are located at Home/Forest Ave., Clinton Ave., Kenilworth Ave., Euclid Ave., East Ave., Scoville Ave., Harvey Ave., Lombard Ave., and Humphrey Ave.

 

Proposals were requested for the installation of 90 LED Wall Pack Style Lamps and some conduit repair/replacement from area electrical contractors.  An ad for the Request for Bids was published in the July 17th edition of the Wednesday Journal and posted on the Village Web Site.  There were three responses as shown in the accompanying bid tabulation.  After reviewing the proposals, staff is recommending the lowest bidder, All Tech Energy, Inc.  This contractor has worked for the Village before, installing the lighting in the Fleet area of the Public Works Center.  The Fleet and Building Maintenance Divisions gave them a favorable recommendation.

 

Work will include the replacement of the 150Watt High Pressure Sodium light fixtures with LED Wall Pack Lighting Fixtures in nine Viaducts with 60Watt 4,000 Kelvin LED wall pack style lamps.

The Board can delay action to gain additional information.
