Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Fiscal Impact

Background

At the Liquor Control Review Board’s (“LCRB”) October 22, 2019, the LCRB made the determination  to recommend that the Village Board adopt certain Village Code amendments  concerning the Village’s BYO liquor license classification.  These amendments were in consideration of the overall cost of a BYO license which is not offset by revenue from the sale of alcoholic liquors.  Under the existing version of the classification, the costs include a $250 application fee, a $500 annual license fee, beverage alcohol sellers and servers education and training (BASSET) and fingerprinting.  In one instance, these total costs amounted to in excess of $1,000 for an establishment.  The LCRB recommends reducing the annual fee for the license from $500 to $100.  The second amendment allows patrons of BYO licensed restauarants to leave a restaurant with a partially consumed bottle of wine that is sealed pursuant to Section 3-5-10 of the Village Code.   Section 3-5-10 of the Village Code allows patrons of non-BYO licensed restaurants to leave such a restaurant with a partially consumed bottle of wine that is sealed.  This allows patrons an option if they do not want to drink a whole bottle of wine.  The LCRB felt that BASSET training is an important requirement for any establishment where liquor is consumed.  The Local Liquor Control Commissioner is in agreement with the LCRB’s recommendation.
