Overview
The Village is currently working with Edwin Hancock Engineering for the design and construction engineering of the 2019 Alley Improvements. Due to cost savings in the contract, Edwin Hancock was able to substantially complete the design of the 2020 green alleys from a Metropolitan Water Reclamation District grant within their current contract. The Engineering Division has requested a proposal from Edwin Hancock Engineering to complete the remaining design of the green alleys and for the two to three traditional alleys for construction in 2020. The proposal from Edwin Hancock for these design services is $57,500.

Fiscal Impact
There are available funds for this work in the FY2019 Budget in the Capital Improvement Fund, Public Works-Engineering, for Alley Improvements account no. 3095-43780-101-570964.
Background
The recommended FY2020 Budget includes Capital Improvement Funds for construction of six green alleys per the IGA with the Metropolitan Water Reclamation District and two to three concrete alleys in low to moderate income areas using CDBG funds. Under their current contract for 2019 alley engineering Edwin Hancock has substantially completed the design of the six green alleys which account for the majority of next year’s project. Staff requested a proposal from Edwin Hancock Engineering to complete the design of the two traditional alleys and for the remaining work needed to complete the design and permitting of the green alleys since they have already completed the vast majority of the design work for next year’s alleys.
The proposal from Edwin Hancock for these design services is $57,500 which is completive for these services. Staff will issue a request for proposal in 2020 for the construction management of the 2020 alleys.
Edwin Hancock Engineering has done an excellent job in designing and managing the alley projects the last five years and are best suited to complete the remaining design of the 2020 alleys. Design work and permitting of the project will be completed in early 2020 so that the alley project can be bid in late winter which results in the most competitive pricing from contractors, ultimately saving the Village money.

The alternative to this recommendation could be to delay action to gain additional information.
Previous Board Action
On November 3, 2014 the Village Board approved a Resolution authorizing the execution of a professional services agreement with Edwin Hancock Engineering Co. for design and construction engineering of the 2015 alley improvements.
On September 8, 2015 the Village Board approved a Resolution authorizing the execution of a professional services agreement with Edwin Hancock Engineering Co. for design and construction engineering of the 2016 alley improvements.
On August 1, 2016 the Village Board authorized Execution of a renewal agreement with Edwin Hancock Engineering, Co. for Professional Engineering services for Design and Construction Engineering of the 2017 Alley Improvements.
On March 20, 2017 the Village Board approved an Amendment to the Professional Services Agreement with Edwin Hancock Engineering, Co. for Professional Engineering services for Design and Construction Engineering of the 2018 and 2019 Alley Improvements and Authorizing its Execution.
On October 2, 2017 the Village Board approved a Resolution authorizing the execution of a professional services agreement with Edwin Hancock Engineering Co. for design and construction engineering of the 2018 alley improvements.
