Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Public Works Department is responsible for maintaining approximately 105 miles of streets.  Within the Village are several main streets and twelve separate Business District areas which require regular litter pick up.  Bids were requested for this work.  The lowest responsible bidder is Cleanslate Chicago, LLC.

Fiscal Impact

In the proposed FY2020 General Fund, Street Services budget, there is $73,000.00 to perform litter pick up services in the General Contractuals account no., 1001-43740-761-530660.

 

The proposed contracted amount is above the bid amount of $52,026.00 to allow for additional litter pickup if required and to allow enough funds to provide for a community based training program in cooperation with Housing Forward, an Oak Park agency.  Housing Forward’s mission is to transition people from housing crisis to housing stability.  They have an Employment Readiness program which prepares clients for a successful, re-entry into the workplace.  The work with Housing Forward will cost an additional $16,640.00 added to Cleanslate’s contract.

The cost for litter pick up by Cleanslate Chicago, LLC for the 2020 contract year shall not exceed $73,000.00.

 

Background

Competitive bids were opened on October 23, 2019 in response to a call for bids for Village Wide Litter Pickup Services. The request was advertised in the Wednesday Journal, posted on the Village web site and five companies were contacted and invited to bid.  Four bids were submitted.  Even though the low responsible bid of $51,643.28 was submitted by Midway Building Services, Ltd., staff recommends awarding the work to Cleanslate Chicago, LLC. who submitted a bid of $52,026.00.

 

The difference between the bids for the main portion of the work is $382.72.  There is also a difference is for the Supplemental Workforce hourly rate for the community based training program in cooperation with Housing Forward.  Midway’s rate was $17.25 versus Cleanslate’s rate of $26.00 an hour.

 

In 2017 and 2018 the Village partnered with Midway and Housing Forward for an eight week period each year for two people to supplement Midway’s work.  Unfortunately in 2019, despite staff’s attempts at mediation, Housing Forward and Midway were unable to work together to provide training for Housing Forward’s clients in 2019.  As a result,staff is recommending that Cleanslate be approved as the Village contractor for this service.

 

Cleanslate Chicago, LLC already has a working relationship with Housing Forward and has a similar mission of providing transitional employment opportunities for those seeking to reenter the work force.  This seems to be a good fit with what is trying to be accomplished with the aims of the supplemental workforce program.  Even with Cleanslate’s higher rate, there are enough budgeted funds in the General Contractual account set aside for this work.  Cleanslate Chicago’s specialty work is litter abatement which they have done for Chicagoland businesses and communities, such as Evanston, Downtown Hyde Park, Loyola University, the Cubs, etc., for over 10 years.

 

This agreement would include the possibility of two optional one year renewals.
