Fiscal Impact
The General Fund FY2020 account #1001.46260.233.585652-.585655 (Operating Subsidies - OP Arts Council) has $227,000 budgeted. This total budgeted amount is for the full 2020 services contract in the Development Customer Services’ Budget.
Background
The Oak Park Area Arts Council was founded in 1974 by local artists as the Civic Arts Council of Oak Park. It became a non-profit agency in 1976. The mission of the Oak Park Area Arts Council is to celebrate, support and promote artists and art organizations in Oak Park, River Forest and Forest Park by raising funds for the arts, advocating for policies that promote art and enhance the social, economic and cultural foundations of the communities they service. The 2020 service agreement calls for OPAAC to continue assuming the duties of the Oak Park Public Arts Advisory Commission, to administer and Arts Funds Grant Program supporting local artists and arts organizations, to produce and distribute the e-Art Newsletter, to promote public art through the administration of a mini-mural program, and the Off the Wall program, to act as a resource for the local arts community, and to implement the community wide strategic plan for the arts. The OPAAC is recognized as an important community based initiative which in partnership with other community based initiatives, contributes to the health and economic vitality of Oak Park. As part of the 2017 funding services agreement, the Village requested the OPAAC to combine activities with the VIllage’s Public Arts Advisory Citizen Commission and included a provision that the OPAAC Board will include the Village Manager or her designee and two additional Board Members to be appointed and approved by the Village Board.
The scope of services was updated to clarify the quarterly report requirements so that Village Staff can provide quarterly consistent reports for each partner agency to the board.
In Feburary 2017, Village appointed OPAAC Board of Directors, Paul Neumann and Meghan Eagan, are both completing their first three year term. Reappointments or new appointments will be required for February 2020.

Previous Board Action
On January 28,2019 the Board approved RES 19-2, a Funding Agreement with OPAAC for services through December 31, 2019.
On February 21, 2017 the Board passed MOT 17-144 consenting to the appointments of Paul Nuemann and Meghan Egan to the OPAAC Board of Directors.

In February 2020, the Village’s citizen appointments to the organization board will need to be renewed.
