Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Elevators are unique, complex and specialized.  In order to continue to provide optimum customer service, the Village of Oak Park shall continue to outsource the twice-annually safety inspections and construction plan review activities.

Fiscal Impact

The General Fund FY2020 account #1001-46250-101-530667 (External Support) has $945,500 budgeted for 2020.  This contract will not exceed $45,000 leaving a balance of $900,500 of which $900,000 will be used for the contractual services of HR Green.

 

Background

The State of Illinois requires elevators to be inspected annually.  A majority of Illinois municipalities outsource their elevator safety inspection programs due to the complexity of elevator machinery. 

 

Thompson Elevator was the only company that responded to the Village’s Request for Proposals issued September 23, 2019. The Village contracted with Thompson Elevator Inspection Services, to handle inspection and review services. Staff confirmed that the rates presented by Thompson are competitive with its competition ESI, Inc. which performed services for the Village in 2015-17.  Staff is pleased with the services provided by Thompson. The current recommended bid calls for providing the same services.

 

Alternatives

The Village Board could direct that specialized in-house staff be hired to perform the inspection and review services.

 

Previous Board Action

On December 10, 2018 the Board approved RES 18-1042 for renewal of services in 2019.
