Background
Noble Kinsman Berweing Company, LLC, DBA Kinslagher Brewing Company (“Kinslagher”) has outgrown its capacity to manufacture craft beer at its current premises. Kinslagher has requested authority to allow craft beer that is manufactured at another brewery to be sold at Kinslagher’s establishment. At the Liquor Control Review Board’s (“LCRB”) December 17, 2019 special meeting, the LCRB made the determination to recommend that the Village Board adopt certain Village Code amendments concerning the Village’s Craft Brewery Class D-15 liquor license classification in order to give Kinslagher its requested authority. The ordinance also revises the requirement that a Class D-15 licensee have a State of Illinois Class 1 brewer’s liquor license rather than Class 3. These amendments are consistent with State law. The Local Liquor Control Commissioner is in agreement with the LCRB’s recommendation.

Leave the Class D-15 classification as is.

The Village Board adopted Ordinance Number 16-102 creating the Class D-15 liquor license classification on September 6, 2016.
