Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview

The Village contracts for security services for the public parking garages and Village Hall. The Village’s contract with Securitas Security Services, USA, Inc., expired on December 31, 2019.  Village staff is requesting a six (6) month extension of the 2019 agreement to June 31, 2020, at the same rate charged by Securitas in 2019.  A new RFP will be issued in 2020 and a recommendation brought back to the Village board in May or June.

Fiscal Impact

Service costs charged by Securitas for the first-half of 2020 will not be increased over 2019 totals. The FY 2020 budget provides funding for approximately $550,000 in security related expenditures in the Parking Fund with an annual allocation split between Holley Court, Avenue, and OPRF High School Community Parking Garages: #5060.43770.783.530660 - $83,000,  #5060.43770.784.530660 - $135,000, and #5060.43770.788.530660 - $332,000 based on the number of parking stalls.  The General Fund budget provides $30,000 (#1001-41300-101-530667).  For this recommended six-month extension, staff is expecting the expenditure of slightly less than half ($265,000) of the total amount budgeted for security services in the Village’s parking garages.  The six-month request for security services at Village Hall is slightly more than half ($19,500) of the total amount budgeted for security services at Village Hall based upon traditionally heavier meeting schedules the first-half of the calendar year.  

 

Background

Village owned parking structures provide a majority of the public parking available in the Downtown and Hemmingway business areas through a combination of permit parking and transient parking.  The Village uses contracted security services within the public parking garages in these areas.  These security services also patrol the OPRF High School Community Parking Garage, pursuant to an intergovernmental cooperation agreement.  In addition to providing safety services, security personnel provide citizens and customers with personal interaction to assist with utilizing pay station equipment or locating where they have parked their vehicle.

 

As part of this contract the Village receives security guard services at Village Hall. This individual provides after hours security for staff, elected and appointed officials and the public when Village Hall is open after 5:00 pm.

 

Securitas Security Services, USA, Inc. has provided security services for the public parking garages and Village Hall for several years.  The most recent agreement with Securitas expired on December 31, 2019.  Due to the turnover of the Parking Manager position DCS staff was unable to facilitate a new RFP process for security services in the second half of 2019.  Village staff is requesting a six (6) month extension of the 2019 agreement to June 31, 2020 in order to allow us the time to facilitate a proper RFP process.  If extended six months, Securitas has agreed not to increase the rates charged to the Village, from January through June, 2020.  Therefore, if approved, the cost of security services will remain at 2019 levels from January through June, 2020. 

 

The new Parking and Mobility Services Manager will begin his employment with the Village on January 27, 2019.  Staff intends to include the new Parking and Mobility Services Manager in a review of the servies currently being provided by Securitas and in the development of a new RFP that will be issued in early spring, with results brought back to the Village Board for consideration in May or June 2020. 

 

As the Village Board may recall, the Village’s ongoing relationship with Securitas has been long.  At the time of the most recent RFP process, it was determined that Securitas was the low compliant vendor providing security services to Interpark, a national parking operator for high volume public parking structures.  The Village has experienced no significant complaints against Securitas during 2019.

 

 

Alternatives

The Village Board could elect to eliminate private security services in the parking structures or at Village Hall but would be would be unable to maintain current service levels without an increase in Village employees.

 

Previous Board Action

In 2018 the Village Board approved a Resolution authorizing a renewal for one year (2019) for the agreement with Securitas.

In 2014 the Village Board approved a Resolution authorizing a third year for the agreement with Securitas.  The contract has been month to month until the completion of this current RFP process.
