A Motion to Concur with the Staff Recommendations and Approve the 2020 Citizen Commission Work Plans as Amended

Overview
Overview
Every year the Village Board reviews and approves a work plan for each Citizen Commission.

Body
Staff Recommendation
Each Commission has a staff liaison to assist the commission with following the policies set forth in the Chairperson's manual and various other policies such as compliance with the Open Meetings Act and purchasing polices of the Village. There are three work plans for which staff is recommending modifications and those modifications are noted in strike-through format in the attached applicable work plans.

Community Relations: a police forum was removed as a specific forum topic of the Commission; community meetings specifically about operations are typically held by the Board or Village as a whole or in partnership with the Commission.

Environment and Energy: Staff has removed the item related to a request for light pollution research as the Village Board already forwarded this issue to the Building Codes Advisory Commission (BCAC).

Transportation: The timeline for the parking pilot was edited to reflect more flexibility and a shorter time frame as previously directed by the Board.

Fiscal Impact
Historically the Village budget sets aside a sum of money for all Commissions to share. Each work plan also identifies costs associated with each potential work plan item. This year's FY 20 budget for all of the Commissions in total is $15,000. The staff liaison to each Commission is responsible for managing any purchases or contracts that may be related to a Commission work plan item and following the same purchasing requirements as other village expenses.
