Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Fiscal Impact

The contract on this agenda covers the monthly General Revenue Fund dollars annually totaling $300,000.00 (#1001.46206.240.585652). The CDBG contracts are not presented here along with the General Revenue Fund contract because CDBG's Program Years do not align with the Village's fiscal year. The CDBG projects, for Program Year 2019, run from October 1, 2019 to September 30, 2020 and were presented to the Village Board in a separate agreement on November 18, 2019. Since the CDBG funding is only awarded through September 30, 2020, for the purposes of the General Revenue Funding agreement, staff assumed a flat level of CDBG funding for the fourth quarter of 2020. Fourth quarter funding will be subject to the Village's future Federal CDBG funding award.

 

Contract administration and oversight are the responsibility of the Development Customer Services Department.

 

Background

The Village supports the Oak Park Regional Housing Center utilizing both local General Revenue Funds and federal Community Development Block Grant (CDBG) funds to pay for specific projects of the Housing Center relating to the Multi-family Housing Incentives Program and also its general administration. Because the Housing Center provides services for CDBG and non-CDBG funded activities, it is necessary for the Village and the Housing Center to have separate agreements for the use of federal CDBG funds and local General Fund revenue. This agreement is for the non-CDBG funded programs. However, the attached Scope of Services delineates duties and responsibilities for all funded programs, both CDBG and non-CDBG alike.

 

The Village has funded the Housing Center since its creation in the 1970’s. The contract presented includes updated performance measures for the number of individuals registered with the Center, the number of moves in the Village and the number of affirmative moves.  The Activity Reports are attached and indicate the goals and achievements attained through October 2019.

 

In consultation with the Housing Center, the contract for 2020 reflects expectations for the quantities of registrations, moves to Oak Park and affirmative moves to Oak Park. Additionally, the contract includes a requirement that the Housing Center implement a five-year strategy to reduce its reliance on Village of Oak Park General Revenue funds.

 

On November 25, 2020, the Village Board directed the Village Manager to include funding for the Housing Center in the amount of $300,000 in the Fiscal Year 2020 budget. Additionally, the Village Board requested staff to work with the Housing Center to further refine the goals and outcomes for the contract and clarify reporting requirements. Village staff worked closely with the Housing Center’s Executive Director to revise the attached Scope of Services. The Housing Center is in agreement with the Scope of Services with the exception of page 5, of Exhibit 2 of the Scope of Services, B. Timing and Content of Reports, paragraph 2 which contains a penalty provision if the Housing Center submits its quarterly reports late. The penalty provision was a specific request from the Village Trustees. The Village Trustees can alter the provision during the Board meeting if desired.
