The Engineering Division requested a proposal from TranSystems Corporation for providing construction oversight of the proposed Village wide Fiber Infrastructure Project.  TranSystems is already overseeing the portion of the fiber project which is included as part of the Lake Street projects and has managed similar fiber projects in the past.

Fiscal Impact

The FY2020 Budget includes $3,095,824 in funds for the construction and construction management of the Fiber Infrastructure Project in the following accounts; the Capital Improvement Equipment Replacement Fund account no. 3029.41300.884.540690 includes $1,394,490, the Water and Sewer Fund account no. 5040.43730.776.570707 includes $850,666, and the Parking Fund includes $850,668 in accounts 5060.43770.783.570707, 5060.73770.784.5707 and 5060.73770.788.5707.

 

The agreement with TranSystems for the construction management portion of the project would be funded using $101,597 from the FY2020 Capital Improvement Equipment Replacement Fund account no. 3029.41300.884.54069; $61,976 from the Water and Sewer Fund account no. 5040.43730.776.570707; and using $61,976 the Parking Fund ($20,659 from account 5060.43770.783.570707, $20,659 from 5060.73770.784.5707, and $20,658 from 5060.73770.788.5707).

 

Background

The Public Works Department requested a proposal from TranSystems Corporation to oversee the construction of the proposed Village wide fiber infrastructure improvement.  TranSystems is already overseeing the installation of the Village’s fiber optic project along Lake Street as part of their existing contract for construction engineering for the various Lake Street projects.  The Public Works Department did not request multiple proposals for this construction oversight work since TranSystems is already going to be managing fiber optic work with the Lake Street projects, will have a field office in the Village for managing the projects, and have experience overseeing fiber optic projects similar in scope.

 

The proposal from TranSystems includes the appropriate staffing to manage the fiber optic project which includes a full-time inspector for overseeing the multiple construction crews and a part time project manager to oversee the entire project and payments.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

The Village Board approved an IGA with D97 via Resolution No. 19-329 on November 4, 2019 for D97 to share the use of a Village fiber optic cabling system.

 

Citizen Advisory Commission Action

The Citizen Information Systems Commission regularly receives updates and supports this project.

 

Anticipated Future Actions/Commitments

A separate agenda item for an Independent Contractor Agreement with Western Utility LLC for the Construction of the Fiber Infrastructure in an Amount not to exceed $2,870,275 is being presented to the Village Board for construction of the project.

 

Intergovernmental Cooperation Opportunities

This project helps to building a technology infrastructure in partnership with D97 and provides opportunities towards planning of Oak Park SMART City.
