Overview
The Village has been working with Mark Pruitt, Principal of the Illinois Energy Choice Aggregation Network (ICCAN), on municipal energy aggregation and advisory services for the Village of Oak Park. The firm specializes in advising and supporting municipalities in developing and managing municipal aggregation and other energy procurement activities. The firm has advised on municipal aggregation issues, policy and program development in Illinois, Ohio, New York, and California and is a partner and member of LEAN Energy US, a national non-profit that advocates for best-practices in municipal aggregation policy and programming.

Background
The Village of Oak Park's Community Choice Electricity Aggregation (CCA) program allows the Village to secure electricity supply on behalf of residential and small commercial accounts. ICCAN has successfully advised the Village Board on municipal electricity aggregation and commercial procurement since 2015. In July of 2018, ICCAN coordinated a competitive bidding process and the Board chose an Alternative Supply contract that offered both enhanced economic and sustainability value. Based on a 13-month analysis from December 2018 to December 2019, consumer costs under the current CCA Program rates were $912,000 lower than they would have been under the lowest Fixed Rate offer.
For 2020, ICCAN proposes a time and materials contract coupled with a not-to-exceed cost cap of $25,000. The proposal fee would include all charges associated with performing:
