Overview
In May of 2018 the Village of Oak Park entered into an agreement with Engineering Resource Associates for the design and management of the Water and Sewer Main Improvements, Project 18-1. During construction additional work was required beyond the original scope primarily due to the additional work and extended construction duration associated with unforeseen conditions that required replacement of defective large diameter water main valves on Berkshire Street. The various changes total $59,921 and adjust the previously approved contract amount of $186,364 to $246,285.

Fiscal Impact
There are available funds for this change order in the FY2019 Water & Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements account no. 5040-43750-781-570707 to fund this change order.
Background
As discussed at the June 17, 2019 Village Board meeting, during construction of the 18-1 Water and Sewer Main Improvement Project a number of defective large diameter valves were encountered on Berkshire Street. The valves required replacement on the project as the water main could not be shut down in order for work to proceed. The Berkshire Street location was anticipated as a 4-month construction project but lasted 6-months which required additional field observation time during construction. Additional time was also spent designing, coordinating and implementing the plan necessary to replace defective valves at select locations along Berkshire to complete the project.
Also, as discussed at the July 8, 2019 board meeting, this project was included with the pilot program to provide residents with water filter pitchers and replacement filters during watermain construction on Clarence Ave. Engineering Resource Associates spent additional time delivering letters, water pitchers and filter cartridges to residents during construction.
Alternatives
The alternative to this recommendation could be to delay action to gain additional information.
