Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Public Works Street Services Division uses Unique Paving Material (UPM), a high-performance asphalt patching material, to fill pot holes year-round and also for temporary street patching when hot-mix asphalt is not available.  This item allows for a purchase price agreement for the acquisition of the materials in 2020.

Fiscal Impact

The Fiscal Year 2020 General Fund Budget for Street Services provides $53,000.00 in its Roadway Maintenance, Account no. 1001-43740-761-560633, for this and other roadway material purchases. Staff estimates that in 2020, up to $35,000.00 will be needed for the purchase of UPM asphalt material from the Roadway Maintenance account.

 

Background

UPM is an excellent pot-hole patching material that bonds well to all pavement surfaces in both dry and extremely cold and/or wet conditions, while remaining pliable to work with even in sub-freezing temperatures. UPM makes permanent pavement pothole repairs thus the material does not need to be replaced with hot-mix asphalt in the summer paving season. Other cold patch materials have been used but none have provided the superior performance of this UPM asphalt patching material.

 

The Department used a little over 200 tons of UPM asphalt patching material for all of 2019. In the past, the Street Division has spent on average approximately $25,000.00 to $35,000.00 annually on this material.

 

Staff placed an ad in the January 15, 2020 edition of the Wednesday Journal and posted the Request for Bids (RFB) document on the Village of Oak Park Web Site.  Staff also contacted and sent the RFB to a number of vendors who sell UPM.  Four bids were received.

 

The lowest responsive bid for UPM High Performance Cold Patch Asphalt was $137.00 per ton, delivered, from Gallagher Materials Corporation.  There was a lower bid of $132.00 per ton from K-Five Hodgkins, LLC, but for a different type of cold patch not specified in the RFB.  Staff has tested this product before and found it lacking in quality.  Therefore staff proposes to enter into a purchase price agreement for $35,000.00 with Gallagher Materials Corporation.  They have provided this approved material to the Village in the past.  Gallagher Materials has always provided prompt service and consistent quality of their product.

The Board can delay action to gain additional information.

 

Previous Board Action

The Village Board approved this material purchase from this vendor in 2019 at a price of $135.00 a ton as compared to this year’s proposed price of $137.00 a ton.

The Public Works Department proposes to continue to use this material and will bring future purchase requests to the Village Board.
