Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The adopted 2020-2024 Capital Improvement Plan includes the resurfacing of Austin Boulevard, Division Street, and North Avenue in the next 5 years.  The North Central Council of Mayors recently released a call for projects to apply for Federal Surface Transportation Program (STP) funds for federal fiscal years 2021 to 2025.  STP funds can only be used on roads within the Federal Highway system which are typically higher volume arterial streets.  Of the upcoming planned projects on major roadways, the Austin Boulevard, Division Street, and North Avenue projects best fit the requirements associated with these STP funds and the scoring metrics for the grant applications.

Fiscal Impact

Should the Village receive the STP funds for any of these projects, STP funds would pay for approximately 80% of the eligible construction and construction management costs related to pedestrians, bicycles, and vehicles and the Village would be required to pay the 20% local match.  Lighting is typically funded at a 50/50 match and other improvements which are not eligible for STP funds use local CIP funds or Water & Sewer funds for their installation. 

 

Austin Boulevard is currently estimated at $1,200,000 for street resurfacing so the grant application will request $960,000 in STP funds for FY2022.  Division Street is estimated at $2,376,000 in STP funds for FY2023.  The North Avenue streetscape project is only eligible for safety enhancements on the Village’s half of the roadway.  The North Avenue work is estimated at approximately $3,500,000 so the grant application will request $2,800,000 for FY 2024.

 

Background

The Village has historically received grants of Federal Surface Transportation Program (STP) funds to fund the resurfacing of the major streets in the Village.  The North Central Council of Mayors recently released a call for projects for applying for STP funds.  Applications are due March 3, 2020. 

 

Currently the greater Chicagoland area is over obligated for STP funds for the next 1-1.5 years so staff is recommending requesting deferring planned projects on Austin Boulevard and Division Street should the Village receive STP funds.  Street resurfacing work on Austin Boulevard from Roosevelt Road to Lake Street would be deferred from 2021 to 2022 and street resurfacing work on Division Street would be deferred from 2021 to 2023.  The proposed North Avenue project would only be eligible for safety enhancements which would potentially include the landscaped medians, lighting, pedestrian crossings, and curb bump outs.  The roadway resurfacing or any work on the City of Chicago side could not be included in the STP fund application since IDOT roads are not eligible and the City of Chicago is not in the North Central Council of Mayors.

The alternative to this recommendation could be to delay action to gain additional information.
