Overview
Overview
This is an Intergovernmental Agreement (IGA) between the Village of Oak Park and the Oak Park Township to fund costs associated with alcoholic liquor license compliance checks on businesses to be conducted by the Oak Park Police Department.

Body
Staff Recommendation

Fiscal Impact
Pursuant to the IGA, the Township shall reimburse the Village for all Police Department overtime necessary to perform the Village's services under this Agreement and the Township shall pay for all youth volunteer stipends within thirty (30) days of an applicable compliance check.

Background
The Oak Park River Forest Workgroup for Positive Youth Development (PYD) was founded in 2015 and comprised of parents, educators, law enforcement officials and youth-serving organizations. Through application of the Strategic Prevention Framework, the PYD mission and vision is to provide practical insight and guidance to support youth in making choices that lead to healthy, alcohol-free lives. Operated through the Oak Park Township, the PYD is funded by a five-year grant from the Federal Center for Substance Abuse Prevention, administered from the Illinois Department of Human Services. The IGA will expire on December 31, 2020.

Alternatives
The Village Board could ask for additional time to review.

Previous Board Action
The Village Board previously approved an IGA with the Township for the time period of July 1, 2019 through September 29, 2019 pursuant to Resolution Number 19-223 on July 8, 2019. This is a successor IGA to the one approved on July 8, 2019.
