A Resolution Approving a Supplemental Intergovernmental Agreement between the Park District of Oak Park and the Village of Oak Park Regarding Locations for Parking and Authorizing Its Execution

Overview
Overview
Historically, the Village has entered into a License Agreement for the use of the parking lots owned by Harvey Madison Development, LLC (Parking lots #44, #56, #58). Harvey Madison Development, LLC transferred ownership of parking lots #44, #56 and #58 to the Park District of Oak Park in 2019. This agreement will consolidate all permits from the three parking lots mentioned into one (1) parking lot (#44) for Village use.

Recommendation
Recommendation
Approve the recommended Resolution.

Fiscal Impact
The Parking Fund budget anticipated revenues of $26,000 from permits sold for parking lot #44. Prior to this agreement, parking lot #56 and lot #58 were already partially utilized by the Park District, so the loss of revenue for those spaces is minimal, approximately $2,000.

Background
Historically, the Village has entered into License agreements for the use of parking lots #44, #56 and #58. This contract is in the renewal period. Now, the Park District of Oak Park owns these three parking lots. The proposed agreement consolidates all three of the parking lots into one lot (#44), subject to the following: 1.) The Village may use the parking lot for permit parking; and 2.) The Village will grant, at no charge, up to 30 daytime parking permits to the Park District.

Alternatives
The Village Board could decide to change the term of the License Agreement or seek additional information.

Previous Board Action
The previous license agreement, with Harvey Madison Development LLC (previous lot owner), is attached and is dated February 26, 2018.
