Overview

As discussed at the September 9, 2019 Board meeting, a change order for the Lake Street Sewer and Water project is required since the project was deferred from 2019 to 2020.  The change order reflects the increased costs for materials and labor as well as additional work to replace defective water valves and additional sewer lining.  These changes total approximately $328,623 and adjust the previously approved contract amount of $1,862,000 to $2,190,623.

Fiscal Impact

There are available funds in the FY2020 Budget for this change order in the Water and Sewer Fund, with the Water and Sewer Fund, Public Works - Water, Water Distribution, Capital Improvements, for water main replacement, account no. 5040-43730-777-570707 providing $208,623 for this change order from projected cost savings in the proposed Augusta Boulevard Water Main Improvement project and the Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements, for sewer main replacement, account no. 5040-43750-781-570707 providing $120,000 for this change order from projected cost savings in the Lemoyne Boulevard sewer project.

 

Background

As discussed at the September 9, 2019 Board meeting, a change order for the Lake Street Sewer and Water project is required to account for the increased costs for delaying work from 2019 to 2020.  The change order accounts for increased labor and material costs and for two items which were not included in the original contract. 

 

The two additional items are replacing a defective water valve on Euclid south of Lake Street which is needed in order to shut off the water on Euclid which is required in order to complete the proposed work on Lake Street and lining the existing 24” brick sewer on Lake Street immediately west of East Avenue.  The sewer lining section was on oversight in the design of the project as the project includes sewer lining from Euclid to Ridgeland Avenue and the roughly 230 feet section was omitted from the scope.   

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

This change order was discussed at the September 9, 2019 Village Board meeting as part of a presentation regarding updates to the Lake Street Resurfacing, Utility, and Streetscaping Projects.

 

At the November 5, 2018 Village Board meeting, the Village Board approved a Contract with Trine Construction Corp. for Project 19-1, Lake Street Sewer and Water Main Improvements, in an Amount not to Exceed $1,862,000.
