Competitive bids were opened on February 27, 2020, for the 2020 Alley Improvements Project.  Nine contractors picked up bid documents and four bids were received.  The low responsible bid was submitted by DiNatale Construction Inc. in an amount of $1,250,279.50. The project includes replacement of ten alleys throughout the village in which four are green alleys.

Fiscal Impact

The costs for this project would be funded through the FY 2020 Capital Improvement Fund, Public Works - Engineering, for Alley Improvements account no. 3095-43780-101-570964; the FY 2020 Capital Improvement Fund, Public Works - Engineering, for Local Street Construction account no. 3095-43780-101-570951 for patching of existing alleys; and through the FY 2020 CDBG fund for Development Customer Services - Neighborhood Services, Capital Improvements account no. 2083-46201-668-583657 according to the table below:

 

The remaining Capital Improvement Alley funds will be used to pay for the design of the proposed 2021 alley improvement project which starts typically in early fall.

 

Residents have the option during the project to reimburse the Village to have their private garage-aprons reconstructed at the contract unit price and this cost will be offset as generated revenue.

 

 

Background

This project includes rebuilding ten alley segments throughout the Village in which four are green alleys.  The alleys being replaced under this contract have an average condition score of 37 with a 100 being a newly constructed alley whereas the overall system average condition score is 69.  A map showing the locations of the alleys being replaced as part of this contract is attached. 

 

The contractor, DiNatale Construction Inc., has previously completed alley improvements in the Village of Oak Park and has done an excellent job. 

 

As this project includes the installation of four green alleys, the village was able to apply for and receive funding from the Metropolitan Water Reclamation District of Greater Chicago (MWRD).  MWRD seeks to partner with local municipalities and public agencies to install green infrastructure  throughout Cook County. The grant reimburses 37.11% of construction up to the amount $475,000 for the total project. Green alleys feature permeable brick pavement that allows rainwater to drain into the soil rather than the village sewer system. The village has a small vein of sandy soils that allow for more cost effective installations of permeable pavements since the water can generally infiltrate into the sand as compared to clay based soils. In accordance with the IGA approved on June 17, 2019 the MWRD will disburse 50% halfway through construction and the remaining 50% at final completion and after final inspection by the MWRD.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

On June 17, 2019 the Village Board approved an Intergovernmental Agreement between the Village of Oak Park and the Metropolitan Water Reclamation District of Greater Chicago for the Design, Construction, Operation and Maintenance of the Green Alley Improvements Project and Authorizing its Execution
