Fiscal Impact

The receipt of funds will be delayed. Revenue from Vehicle Licenses is budgeted at $1,750,000 for Fiscal Year 2020 (1001.41300.101.418408).

 

Background

Pursuant to Section 15-4-1 of the Village Code, current vehicle licenses are due to expire July 14, 2020 and renewal notifications would historicaly be starting in the coming weeks. We seek to extend that deadline to September 14, 2020 because many Oak Park residents have limited income during the COVID-19 crisis and this delay will provide residents with financial relief at this time. Additionally, a delay will protect the public health and safety by avoiding public contact between Village staff and residents. 

 

The Village Board is being asked to affirm the Village Manager’s recommendation to extend the deadline pursuant to her authority under Resolution 20-124, adopted April 6, 2020, which extended the Village’s “Declaration of Emergency Affecting the Public Health” originally declared on March 13, 2020 due to the outbreak of the COVID-19 disease through May 5, 2020.

 

Alternatives

The Village Board could choose to not impose a vehicle license requirement and could make up the decrease in revenue by increasing the property tax levy.

 

Previous Board Action

On May 6, 2020, the Village Board adopted Resolution 20-124 titled “A Resolution Extending the Declaration of Emergency Affecting the Public Health through May 5, 2020 Due to the Outbreak of COVID-19 Disease in the State of Illinois as Previously Declared by Resolution 20-120.”

 

On March 13, 2020, the Village Board adopted a Resolution 20-120 Declaring an Emergency Affecting Public Health due to the outbreak of the Covid-19 disease in the State of Illinois.
