Fiscal Impact

There are available funds in the FY2020 Capital Improvement Fund, Public Works - Engineering, Local Street Construction account no. 3095-43780-101-570951 due to savings from deferring other projects.  

 

Background

Era - Valdivia was awarded a contract on July 8, 2019 to perform bridge rehabilitation improvements over I-290. The construction contract has not exceeded the awarded contract value at the current time, but the final cost of the project will exceed the awarded amount upon completion of the project. A change order will be needed due to additional unanticipated costs for creating detours, signage, and pedestrian protection related to the Home Avenue bridge patching since the work was completed during school session ($20,420); additional quantities of patching and replacement of steel reinforcement above plan quantities on Home Avenue that were required once demolition was started due to the deteriorated condition of the existing steel and concrete ($22,766); and for anticipated overages of patching areas on the East Avenue bridge which has not started yet (estimated $12,457). 

 

Work on Home Avenue was completed last fall and work on East Avenue is scheduled to start in May or June of 2020, pending final approval of railroad and IDOT permits.  Work to install the additional traffic control and pedestrian protection at Home Avenue was authorized by staff at the time in order to address safety concerns for school children being detoured around the construction site.   Final quantities of deck patching and steel reinforcement on Home Avenue were determined after repair work was completed since additional deteriorated sections of the bridge required replacement once demolition was started.  The consulting engineer with BLA sounded the concrete on East Avenue in March of this year and marked out locations for concrete patching based on current conditions and is estimating that there will be additional patching required to address safety concerns due to deteriorated sidewalks and pavements.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

At the November 5, 2018 regular meeting the Village Board approved a Construction Agreement with The Baltimore & Ohio Terminal Railroad Company for Construction of the Bridge Rehabilitation Project over the railroad’s property in an amount not to exceed $35,162.

 

At the March 18, 2019 regular meeting the Village Board approved a Professional Services Agreement with BLA, Inc. for Design and Construction Engineering for the 19-14 Bridge Deck Repair Project at Home, East, and Lombard Avenues, in an amount not to exceed $135,696.

 

At the July 8, 2019 regular meeting the Village Board approved a Contract with Era - Valdivia Contractors, Inc. for Project 19-14, Bridge Rehabilitation Improvements, in an amount not to exceed $517,300.

 

At the February 18, 2020 regular meeting the Village Board approved an Amendment to the Construction Agreement with The Baltimore & Ohio Terminal Railroad Company for Construction of the Bridge Rehabilitation Project Over the Railroad’s Property and Authorizing its Execution
