A change order will be needed for the Lake Street resurfacing project to include resurfacing the street and parking lot on Scoville Avenue from South Boulevard to Lake Street.  Resurfacing Scoville Avenue in this location was scheduled to occur later this summer and it is now recommended it be completed this month prior to the Farmers’ Market starting on May 30th.  The cost for the work on Scoville is $133,961.

Fiscal Impact

There are available funds for this work in the FY2020 Capital Improvement Fund, Public Works - Engineering, Local Street Construction account no. 3095-43780-101-570951 and the Parking Fund, DCS - Parking Services, Capital Improvements, for Lot Resurfacing, Landscaping, and Maintenance Programs account no. 5060-43770-787-570707.  The CIP Fund will fund $95,945 of this work and the Parking Fund will fund $38,016 of this work based upon the current adopted budget.  The Village Board, as part of the amended FY20 budget discussion that are beginning, may wish to eliminate Parking Funds allocated to this project as a result of the reduced parking fees which support the Parking Fund operations and capital expenditures due to COVID-19 and alternatively rely solely upon Capital Fund revenues.  That discussion can occur independent of this action.

 

Background

The Village of Oak Park had the block of Scoville Avenue between South Boulevard and Lake Street originally scheduled for resurfacing as part of the 2020 annual local street resurfacing project due to its deteriorated pavement condition.  Scoville’s pavement condition is among the worst in the Village.  Work was originally anticipated to be completed in the summer of 2020 due to the location being adjacent to OPRF High School and the enclave parking lot on the west side of Scoville being used for daytime permit parking for OPRF staff. 

 

Due to COVID-19 the Village has moved the Farmers’ Market from its original location to be on-street on Scoville, South Blvd, and East Avenues.  In order to complete the resurfacing prior to the Farmers Market opening on May 30, engineering staff requested a quote to resurface Scoville from South Blvd to Lake Street from Lindahl Brothers, Inc., the contractor currently resurfacing Lake Street.  Lindahl Brothers is the only contractor currently under contract with the Village that has the capacity to complete the resurfacing of Scoville prior to the start of the Farmers’ Market.

 

Alternatives

The alternative to this recommendation could be to delay action the resurfacing until after the Farmers Market 2020 Season which concludes October 2020.  However, if construction we delayed until that time, there would likely be a conflict between the resurfacing work on the 20-21 school year.  The construction cannot be completed mid-week durinf the Farmers Market season.

At the December 2, 2019 regular meeting the Village Board approved a Contract with Lindahl Brothers, Inc. for Project 20-11 Lake Street Resurfacing- Euclid Avenue to Austin Boulevard, in an Amount not to Exceed $1,992,645.
