On May 12, 2020 the State of Illinois announced a $25 Million grant program for shovel ready projects. Staff is recommending submitting grant applications for the annual Local Street Resurfacing Project and for the Oak Park Avenue Water, Sewer, and Street Resurfacing Project.

Fiscal Impact
Should the Village receive the grants, the State would pay for the all the costs of the Local Street Resurfacing Project or the Oak Park Avenue Water, Sewer, and Street Resurfacing Project. The Local Street Resurfacing Project also includes approximately $100,000 in CDBG funds for corner sidewalk ramp improvements which would still be utilized.
Background
On Tuesday, May 12, 2020 the State of Illinois announced $25 million in funding under the Rebuild Illinois Fast-Track Public Infrastructure Program. Grant applications are due by June 15, 2020 but the State has indicated grants will be awarded on a first come, first served basis for qualified projects meeting their scoring criteria. Grant projects must be shovel ready and begin construction within 90-days from notice of award of the grant. Based on the requirements of the grant and projects which are near completion in the design process, staff is recommending submitting two grant applications.
As part of the upcoming budget amendment process staff will be recommending reducing expenditures for the annual local streets resurfacing project as a result of reduced revenues due to the COVID-19 pandemic. Staff is recommending submitting a grant application to complete the originally planned project for resurfacing local streets throughout the Village which is currently estimated at approximately $1,330,000. The design of this project is nearly complete and meets the grants requirements. Should the Village receive a grant, construction would be expected to start in late summer or early fall, pending Board approval.
The Oak Park Avenue Water, Sewer, and Street Resurfacing project is currently being designed with the resurfacing component nearly complete. The street resurfacing project currently has $3 million in federal Surface Transportation Programs (STP) funds allocated for it. Due to over obligation of these STP funds by the region, there is a very likely chance that the Village will not receive federal funding for this project. Since the roadway and underground infrastructure on Oak Park Avenue is in need of resurfacing and replacement, staff is recommending submitting a grant application for this project. Should the Village receive a grant for this project, the project would start with underground water and sewer work in the fall of this year with the remaining work for water and sewer main replacement and street resurfacing occurring in 2021. This project would not include any work in the Hemingway Business District from Pleasant Street to Ontario Street.

The alternative to this recommendation could be to delay action to gain additional information.

Should the Village of Oak Park receive grant funds for the various projects, the Village will need to enter into agreements with the State to fund these projects.
