Overview
As part of Governor Pritzker’s Stay at Home Order, the Governor announced that Illinois restaurants will be allowed to open for dining as soon as May 29, 2020. The Ordinance provides for the waiver of outdoor dining permit fees and adopts the guidelines issued by the Illinois Department of Commerce and Economic Opportunity for safe outdoor dining.

Fiscal Impact
Based on historical trends, the Village will lose approximately $7,500 in revenue for outdoor dining fees.
Background
Each spring, Village staff begins the outdoor dining permit process for restaurants. However, the outbreak of Covid-19 prevented staff from moving forward with this permit process. As part of the Governor Pritzker’s Stay at Home Order, restaurants may allow outdoor dining options to their patrons consistent with guidance from the Illinois Department of Commerce and Economic Opportunity. The Ordinance provides that permits are still required and allows for outdoor dining in the public right away. However, the fee will not be collected. The Ordinance further provides that restuarants must comply with the state guidelines for safe outdoor dining.
