Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village of Oak Park has local businesses that provide maintenance, custodial, repair, transportation, and many other types of services at Oak Park addresses where employees need to carry heavy equipment, materials and supplies to perform their work duties. The complexity and restrictions of the varied daytime parking rules and regulations make it difficult for those employees to legally park close to the address where they are performing the work.

The Transportation Commission recommends the creation of a Daytime On-Street Business Parking Program for the vehicles of businesses licensed and located in Oak Park.  The program would allow the permit holder to park in multiple on-street locations and override daytime parking restrictions.

Fiscal Impact

Staff recommends that the new on-street daytime business parking permit fee be consistent with the location based business parking permit fee at one hundred twenty-four dollars ($124.00) per five (5) vehicles per year. Additionally, since the permit would be used by multiple vehicles staff recommends that a fee of $5 per vehicle be charged.

 

Background

Service provider employees who need to park in residential areas at multiple locations often deal with complex parking restrictions. This makes it challenging for employees because they routinely have to park far away from the site they are working at. Often times employees have to stop their work to move their vehicle onto a different block due to time restrictions.

 

The Daytime On-Street Business Permit Program for the vehicles of businesses licensed and located in Oak Park allows for the purchase of an annual “business daytime on-street permit” at $124.00/year that can be shared by up to 5 of the business’ vehicles.  An administrative fee of $5 will be charged per vehicle.  The new daytime only on-street business permit allows the permitted vehicles to override most of the timed daytime parking restrictions (such as “3hr 8am-8pm” or “No parking 8am-10am”). The permit would not override metered spaces, once a week street cleaning restrictions, rush hour restrictions (such as “No Parking 7am - 9am” and “No Parking 4pm - 6pm”), student/staff/employee permit parking only, as well as any other parking safety-related regulations (such as “No parking anytime,” “No parking here to corner” and “Parked at a fire hydrant”), and overnight parking.

 

Over the years, the Parking and Mobility Services Division has received numerous requests for a daytime business permit from licensed businesses located in Oak Park  that would accommodate multiple locations. On January 27, 2020, staff began working with the Transportation Commission on reviewing and proposing parking permits for the many types of registered local businesses in Oak Park. Village staff brought this item to the Transportation Commission and they were supportive of the creation of the permit.
