Overview
This project includes the replacement of the Village’s portion of potable lead water service lines throughout the village. As residents replace their portion of the lead water service line with copper pipe the Village will replace their side at no charge to the resident. Typically 30-50 service lines are replaced annually. This agreement will allow the Village to hire a contractor to supplement Village work force efforts. The low responsible bidder was Construction by CAMCO, Inc.

Fiscal Impact
The costs for this project would be funded through the FY 2020 Water & Sewer Enterprise Fund, Account No. 5040-43730-777-570707 in the amount of $150,000.00.
Construction by CAMCO’s bid was for $109,527.94 for approximately 20 locations. Staff recommends assigning the budget amount of $150,000.00 to this project since it will allow for more work to be done and will also account for any unforeseen extras.
Background
This project includes replacement of the Village side of the lead water service line throughout the Village. This work is commonly called the Lead Abatement Program.
The work completed under this contract is intended to supplement work performed by the Public Works Water and Sewer Division field crews. Locations that would be assigned to the contractor will be locations that are difficult for the field crews to complete or at times when the field crews are committed to other maintenance work. At the time the work on this contract is performed, the residents will have hired a plumbing contractor and replaced their portion of the water service from the parkway into the house.
This project was bid out earlier this year however only one bid was received and it was approximately twice the amount of the budeget. The lone bid was then rejected and it was planned to rebid the work in late spring.
Competitive bids were opened on Tuesday, June 16, 2020, for the 2020 Water Service Line Replacement Program, Project # 20-127. The project was advertised locally and area construction bulletins. Seven bids were received. The low responsible bid was submitted by Construction by CAMCO, Inc. in a base bid amount of $109,527.94. As noted above, staff recommends assigning the budget amount of $150,000.00 to this project since it will allow for more work to be done and will also account for any unforeseen extras.
The contractor, Construction by CAMCO, Inc., has previously performed work of this classification of work and comes highly recommended.

The alternative to this recommendation could be to delay action to gain additional information.
