This is final step in the approval process to upgrade the intersection of Pleasant Street and Scoville Avenue from a two-way STOP-controlled intersection to an all-way STOP-controlled intersection. On June 15, 2020, the Village Board approved the Motion and directed Staff to prepare the necessary ordinance.

Fiscal Impact
Staff estimates it will cost less than $1,000 to install signs and related pavement markings to upgrade from a two-way STOP-controlled to an all-way STOP-controlled intersection. Monies are available in the Street Division budget. The work will be funded by account number 1001-43740-761-560634.

Background
The Engineering Division reviewed traffic data and accident history on Pleasant Street from Euclid Avenue to Elmwood Avenue to determine if there are any intersections with safety concerns. Based on that review, Village staff recommended to upgrade the Pleasant Street and Scoville Avenue intersection to an all-way STOP signs because 1) the intersection crash rate exceeds the critical crash rate for the area, 2) two injury accidents that occurred during the second half of 2019, and 3) possible line of sight issues.

On June 15, 2020, the Village Board of Trustees approved the motion accept Village Staff's recommendation to upgrade from two-way STOP signs to all-way STOP signs at the intersection of Pleasant Street and Scoville Avenue and direct Staff to prepare the necessary ordinance.

The alternative to this recommendation could be to delay action to gain additional information.
